Graz was chosen as the Kulturhauptstadt - cultural capitol - of Europe in 2003. As a result, the city dumped a lot of money in to museums and public art projects. A lot of the old buidlings - like the Volkeskunde Museum - have been beautifully modernized on the inside and maintain their character on the outisde.
